The study examined electronic publishing services in Nigerian University Libraries. It adopted the concept research approach through which existing literature are reviewed. The study has observed that electronic publishing services is the process of designing, managing and distributing online services such as e-books, e-journals, e-databases, e-conference proceedings, digital content, email, websites, and other scholarly contents to library and information users. Electronic publishing services can be produced by university libraries online, on CD-ROMs, email, blogs, webpages, forums, or provided in a file format compatible with handheld electronic readers. The study revealed that electronic publishing services facilitates certain roles including: cost management, long-term preservation of resources, easy access and sharing of services, easy and quicker dissemination of information, maximization of storage space in libraries,It also showed that electronic publishing services require skills that include: ability to use software package, operating systems, as well as the ability to apply ICT to find, develop and present information in text, image, number or all of these integrated tasks.The study further revealed that electronic publishing services in Nigerian university libraries are hampered by poor funding of academic libraries, poor network and internet connectivity, high telecommunication access charges, inadequate functional computers and technological gadgets, inadequate ICT skills, inadequate power supply, based. The study recommended that governments and management of universities should provide adequate funds to university libraries to enable them acquire functional ICT tools while library staff and users should be trained on relevant ICT skills to enable them provide access to as well as effectively use electronic publishing services in university libraries.
