The aim of the study was to explore the problematic nature of Zimbabwe’s re-engagement foreign policy from a non-state actor perspective. The findings of this research were that Civil Society Organisations (CSOs) in the governance sector were powerful and they had a major impact on Zimbabwe’s foreign policy outcomes, especially with Western countries. It was discovered that the actions of non-state actors, especially in the realm of new digital diplomacy on social media, affected the re-booting of Zimbabwe and British bilateral relations since 2017. The study recommended the government to find ways of engaging the civil society as informal but influential actors in foreign relations.
